Both halves of the argument, in one chip
Until now choosing X3D meant accepting eight cores. The 9900X3D adds 3D V-Cache to a twelve-core design: 128MB of L3 for the games that love cache, plus twenty-four threads for rendering, encoding and compiling. Windows and AMD's chipset driver park the non-cache cores during gaming so titles run on the V-Cache die, then release the full twelve for productivity. For one machine that has to do both at a high level, this is the most complete answer AMD offers.
Read this before choosing it over a 9800X3D
In pure gaming the eight-core 9800X3D is usually equal or slightly ahead, because all its cores sit on the cache die and nothing needs scheduling around. You're paying the extra for the four additional cores in productivity work — if you don't do that work, save the money. Keep the AMD chipset drivers current, since the core-parking behaviour depends on them. 120W, no cooler included.
